Job Description

The Cypress Hills Local Development Corporation (CHLDC), a nonprofit community development organization serving the Cypress Hills neighborhood in northeast Brooklyn, seeks an experienced Finance Director to supervise a staff of five; an operating budget of $10 million+ for the parent organization, child care and various housing subsidiary corporations and affordable housing and community facility projects in construction or in the development pipeline totaling over $20 million.  The Finance Director is a key member of the Leadership and Management Teams of CHLDC and actively participates in strategic planning, professional development and efforts to strengthen the internal capacity of CHLDC to better serve youth, immigrants and low income families.  Our agency sponsors high quality youth development, community organizing, child care, housing counseling and economic development projects and programs.  We serve 8,000 neighborhood residents annually and our budget includes a healthy mix of government, foundation and corporation grants as well as private donor support.

 

Essential Duties and Responsibilities

Fiscal Duties

  • Directs all financial activities and accounting functions of the parent and subsidiary corporations, including general ledger, accounts payable/receivable, purchasing, payroll, bank reconciliations, audit, insurance and tax reports and planning and monitoring of cash flow
  • Formulates, recommends and implements sound fiscal policies, procedures and controls
  • Prepares annual budget with senior management, program directors and Board Finance Committee
  • Develops agency-wide budgets and oversees input of approved budget into accounting system
  • Appraises the organization’s financial position and generates and presents monthly fiscal reports to the Executive Director, board and senior managers
  • Develops and oversees the implementation of long-term financial plans to achieve agency’s objectives
  • Oversees annual financial audit of agency, Cypress Hills Child Care Corporation (CCC) and other housing and community development subsidiaries
  • Maintains a strong liaison with property management company to be familiar with financial positions of all real estate projects
  • Develops and maintains a system for managing fixed assets
  • Trains and supervises staff on fiscal procedures, budget management and use of accounting software
  • Ensures adherence to internal fiscal quality control systems throughout the agency (an internal audit, efficiency role)
  • Ensures compliance with tax filing and tax credit deadlines; resolves all issues, disputes and requests involving tax and reporting obligations with the IRS
  • Supervises the Controller, Senior Budget Manager, and Business Managers, and Child Care Corporation Bookkeeper. This incorporates weekly supervision meetings, setting high expectations, providing support and leadership, identifying opportunities for professional growth, training, and cultivating a spirit of cooperation and teamwork.

Grants Compliance Duties

  • Develops and implements a grants compliance reporting and vouchering program
  • Works with Development and Program to ensure that fiscal requirements for grants and contracts are identified, realized and monitored
  • Provides guidance to the fiscal staff in the preparation of reports to funding sources
  • Oversees the reporting of outstanding funding receivables, on a grant-by-grant basis
  • Supervises the monitoring of all contracts to ensure compliance with fiscal and programmatic reporting

 

Minimum Education/Experience Requirements

  • Bachelor’s degree in Accounting from an accredited college (CPA or Master’s degree in Accounting highly desired)
  • Minimum of eight (8) years comparable work experience, including 4 years in a managerial, or supervisory capacity
  • Excellent verbal, written and interpersonal skills, and the ability to communicate technical budget and financial information to board and staff
  • Experience supervising and mentoring staff required
  • Experience with Blackbaud Financial Edge accounting package is a plus
  • Familiarity with agency’s government supporters helpful

Salary Information

$75,000-$85,000 depending on experience and education + excellent benefits package
